About TLO
The Learning Observatory is a Hawaiʻi-rooted research and evaluation institute that generates actionable insight for nonprofits, public agencies, and communities. We design and conduct culturally-grounded research; build usable data tools; and transform evidence into products that decision makers can actually apply.
Unlike academic centers, TLO operates as a community-first observatory, meaning we focus on policy-relevant questions, accessible analysis, storytelling-based reporting, and continuous learning infrastructure.
